If it has something to do with the fish hatcheries, why do places that don't have hatcheries, like Arizona, still differentiating the two?The ';Fish and Wildlife Department';?
Bureaucrats aren't necessarily in command of the English language. They are the ones (among many others) who also would not consider insects animals, or tomatoes fruits. They just go along with common misconceptions, such as wildlife meaning warm-blooded.
Some states have a ';fish and game'; department, which isn't quite as redundant, although there are ';game fish';.
